I have a Brother PE 180d and the PED Basic Software that is used to capture designs for the machine. Will this software allow me to create basic words and phrases and pictures for use in that machine?
According to the official description, the software is used to perform simple editing operations of embroidery data (.pes files) created with with the embroidery design software, then write them to original cards. The software writes PES to supported cards.
It does not allow file creation, instead it uses available PES files to convert them.

I use the SewWhatPro to set up my designs that I got from S&S Computing. Then I save it into a file in my documents that is easy to identify when I open PED Basic. To load to my card.

You must first create the design in a computer program. The PED Basic is only a device that will allow you to import designs into your machine. It's similar to using a flash drive.
