I don't think it's possible to install the application on your Windows laptop because the official website has been discontinued. I've also searched for an altrnative to the developer's website and didn't find anything which means they are out of business as well.

According to various news sources, IBM had the intention of acquiring the developers, but nothing was updated since then.
