As posted elsewhere on this site I was able to install PP8 from CD on a Vista system - it basically runs well, though each time I launch it (or click on a PPF file) I get prompted 'Are you sure?' by Vista.
But Win7 is one bridge further, and your PP6 one or two steps back, so the only thing I can offer is that another poster here says he has PP10 running on Win10 - I hope he will share with us the settings magic he uses to make this viable. PP is such a great program - I have resisted PS Elements and Lightroom to date (9/2022) as I don't know that they are as good, and it is hard to face a steep and risky learning curve when PP is so very familiar - that it is worth jumping through major hoops to get it running. Maybe you could find an old Vista system to use offline as I do - it might let PP6 run. Don't you just hate the whole 'Kill competition by acquisition' thing? Best of luck to you! PS Still discovering new aspects of PP after 25+ years!
