RepairSurge software won't work with Windows 8.1.

I have tried to contact the company, but they will not reply. I have used their troubleshooting tools but also no go. I have reloaded the program twice, but it continues to give error messages saying that it is incompatible with 8.1. All I want now is a refund of my $19.95 paid through PayPal.

Only the developers can access their Paypal account to issue a refund to your address. Because of that, you need to contact them using the available form posted on the FAQ page.

Make sure to specify the transaction number and the email you used to send money.
