No, the application will not work on Windows 8.1, at least not officially, but I have installed a trial version on Windows 8.1 and Windows 10, and it installed properly. The only thing that you need to do is to apply a compatibility tweak and run as Administrator, then continue.
Right-click the setup package and go to Properties > Compatibility. Choose a compatible version (eg. Windows 7).
