I need to know if it is free or not. Can you help?

No, the program is not free of charge. It is using a shareware license that will allow you to test the product free of charge only for 30 days. Access Adobe Download Center and download and install the trial of the latest version of Adobe Photoshop. After the trial period, you will need to purchase the full version of the software.
