It says that background data needs to be enabled in order to run the app. Yesterday everything was fine, location knew where I was. In Location history the block for today is non-active so I couldn't do much but go in circles with all the help info on my computer and phone. Somehow the locating between phone and system of Google or my phone's not sure. Please help, my PC's Device Manager won't stop saying that no devices are active. Everything I've done on the phone has checked out but I tap the icon Google Play Store on phone and still says that background data needs to be turned on.

Sometimes errors appear, therefore I recommend clearing the cache and data for the application you use, including the Location. Go to Settings > Applications > All. Locate the apps you use and then tap on each one. Tap again on Clear data and Clear cache and restart the phone the app you use should work as it should.
