The software doesn't work that way. The Banner maker allows you to add multiple images and frames. Then you can apply effects to those frames to create the standard animation. Although you can add a GIF image, it won't have its animation because it doesn't have its animated frames.
You can export an image to be animated (GIF format) only after you have created the animation frames.
