Will the program is compatible to work on Windows 8.1?

No, the application don't work on Windows 8.1. At the time the product is available only for Windows XP, Windows Vista, and Windows 7. Instead, you can download and use another Adobe programs called Adobe Flash Professional CS6. It offers the most popular features of Adobe Flash Catalyst but it's compatible with Windows 8.1.

You can try to run on a virtual machine, but then the main thing is to have enough power PC.
