I have searched the known websites, but no information could be provided for KPNS. Theoretically, if the application is available for uninstalling, then it's not a system app and shouldn't interfere with the way your Samsung phone works. The only way to see if you'll miss it or not, is by using your phone. I believe an error message will appear when the phone lacks it. In case it does, factory reset the phone to restore it back.
Disable the application using: Settings > Applications manager > All tab. Locate the app and tap it then Uninstall.
