I have two hard drives on my laptop C and D (D drive in place of DVD drive). VLC Media player always searches c:\videos to load for playing. How can I change this to search d:\videos for its files?

In your case, VLC is configured to search for folders added through Media Library. Go to VLC Media Player, then press CTRL + L to open the Media Library. Locate the folders in the Media Library (select it using the left menu) and then delete them. Right click anywhere in the interface and Add Folder. Specify a new folder and that's it. VLC will always load the folder you specify.
