No, SiteBuilder doesn't work with Windows 10. According to developer's information, you can use the service and the application for Windows 2000, XP and Vista. However, you can download the application from the official website and apply a compatibility tweak. Save the package and then right click it. Choose Properties > Compatibility and select Windows Vista. Tick the Run as Administrator option as well and launch the application.
