Once you have formatted a drive and lost the photos, the only thing recommended is to avoid further writing on the partition and by writing I mean any process that involves copy, delete, format, transfer, defrag, etc.
Install Recuva, then use the built-in Wizard to specify the filters that are going to be used for the search operation. Choose Pictures and the target drive. It's best to enable Deep Scan in the next window to increase accuracy. Once the files are found, right click them and choose Restore, but make sure to choose other partition different than the one where the files were stored in the first place to avoid corruption.
