It's impossible to say if the application is compatible with Windows 8.1 or not because the official website of the developers is not working anymore. It now displays a generic page that appears when a domain expires. If you still have the setup package, right click it and choose Properties > Compatibility. Select a prior version of Windows from the drop down menu and launch it with Administrator access.
