Actually, it's pretty easy to restart the app. Go to Settings > Apps Manager > All tab. Scroll down until you find AllShare. Tap on it and then tap on Enable. Since it's a service, you can't start it manually, therefore a restart of the phone is required. Restart the phone and the AllShare functionality will be restored normally.
