Is this application certified to support a PostgreSQL database? If not, are there plans to support it? Rough timeframe? If so, is there support/certify operating in an HA PostgreSQL (Failover to PostgreSQL Standby Database)? Are there other Open Source DBMSs that the application supports/certifies to? Which?

Yes, according to the information released on its official page, EspressChart is capable of supporting PostgreSQL database.

Another solution would be CUBRID. It's an open source DBMS packed with lots of features, but again, its website will provide an in-depth look about the possibilities and the available modules.
