Usually when this problems appears, it may refer to a bad software installation. Due to an error during the setup, some files were not installed and this could lead to a bad installation. Try removing the application by going into "Control Panel > Add & remove programs" and uninstall the software from that location. Reboot your computer and perform a fresh installation of the webcam software in order to get it to work again.
