According to the official system requirements, the software isn't compatible with Windows 8.1. My advice is to download the application on your computer and then run it in compatibility mode. Access the official website and download the package then right click it and select Properties > Compatibility > Windows 7. After this operation, right click it again and use Run as Administrator and it should work.
