Same here with DELL inspiron 1564. Looks like the program is not supported for these versions of DELL laptops.
Note the webcam is working probably with Skype but it is not supported here at all!
That's very odd because mine and other people's webcam central works. Maybe you didn't download it right. Or maybe you saved it in a folder or in the wrong folder...
