Can I use Lotus Freelance Graphics on a MacBook Air (OS X10.9.3)? What is the cost?

No, you can't use Lotus Freelance Graphics because the application was released for Windows operating systems only. This means that there is no version of it released for MAC OS X 10.9.3. You will need to install Windows through Bootcamp or Paralells Desktop and then load the application in that environment.
