No, you can't use this application on Windows 10. The Lotus Freelance Graphics was part of the Lotus SmartSuite. The SmartSuite was supported by IBM for a couple of years, then it completely discontinued the applications. They've also mentioned that Smartsuite won't be coming back again.

Therefore, the product is now discontinued without any support for current or future versions of Windows.

OH YES, you can run Freelance Graphics on Windows 10. I still do (Feb 2021). Lotus (IBM) software is build to last, hopefully for ever!
