Android System Health App spy app information.

Question

I found Android System Health on my phone and learned that it is a spy app. Is there any way to find out who put it there and how do I know if I got it off using uninstall?

There is no way to check who put it in your phone, but it can be deactivated using Settings > Security > Device Administrators. If the application isn't on that list and you've uninstalled it successfully, then it means it was removed from your phone. Additionally, install Malwarebytes and scan your phone just to be sure there are no other leftovers.
