If the phone doesn't get passed the welcome screen, turn if off, pull the battery out for a few minutes and try to open it with the AC cable. If it gets stuck again at the same page, you might need to visit a local phone service shop because it's possible it needs reflashing. Through reflashing the operating system is re-installed as it were from the factory default.
