This is a very old application. The official website doesn't exist anymore, and the software is not compatible with newer operating systems. The cause to your error is related to another program's uninstallation. During uninstall, the software also deleted necessary files needed by Narcis Dictionary. My recommendation is to look for an alternative, and the best way to do it is to use the database of Software Informer.
