You can stream the Internet from the phone through the USB cable or WiFi in case the PC is equipped with a wireless card but the reverse process is not working.
However, it's possible to do it with a custom tool, Xposed Framework, Root and some APKs installed in your phone. It's a complicated process and it will brick your device if it isn't done properly.
