I downloaded PC suite but I don't know how to use my Sony Xperia E mobile Internet on my PC?

You need to connect the phone to the PC using the USB cable and then enable USB Tethering from Menu > Settings > More Settings > Tethering and portable hotspot. After you activate this option, the phone enables Data Connection and streams the Internet to your PC.
