Yes, it's possible to add notes, but you can add them only to the objects you inspect. When you inspect an object, a new window will open then you will have the possibility to add notes using the Add Notes on the left side under the Notes category. You cannot add notes at the bottom as you've requested. This is the only way to add notes for a project and its objects.
