If the package is not properly optimized for Windows 8.1, first select it and then right click it. You can either select "Troubleshoot Compatibility" or go directly to compatibility screen using Properties > Compatibility. Select a compatible system from the OS list and then apply to save the modification. Run the package again and select Run as Administrator.
