We have Windows Server 2k3 R2 in which Enterprise Scan is installed. We have a situation in which if one user is using Enterprise Scan on the server another user can't use/access it. For another user to use first user has to close his Enterprise Scan session.

Is it developed in such a way that only one user can use it at one time or is it not a normal behavior and something is wrong with the application or the server?

This is an error because the application supports multiple concurrent users. Since this is an enterprise version, it should allow multiple users to perform same or different tasks on the server or client. Try to switch users and make sure their log-in is allowed for concurrent sessions. If you still encounter problems, re-install the whole product but perform a backup for the entire content.
