According to the official website, BTELinx website and servers are being relocated. If the application is using those servers, then it means you won't be able to launch it because it required Internet connection. The best way is to way for the maintenance or relocation to finish and only then you can start the application. Another possibility is related to compatibility. It's possible that the application isn't compatible with your operating system. Right click the executable file and select Properties > Compatibility and choose a prior version of Windows than the one you have installed in your computer.
