I tried creating a template on TI, but after the process the template does not come up when I try to send via the URL. I used Word 2007. What could be the problem?

There is no information about this software and its built-in modules. The cause to this error might be directly influenced by the fact that the URL module is not working properly. I recommend saving the template to your computer then use the URL to send it to where you need it. Additionally, if you have the possibility, go to HELP > Check for updates to apply the latest updates. This could also be the cause to this issue.
