If you have problems with Picasa, then I recommend a reinstallation procedure. However, if you already have albums and database created with pictures and folders, the procedure needs to be done through overwriting to the current installation.
Download Picasa and proceed with the installation. When it's finished, launch the software again and make sure to choose Run as Administrator when you right click it. This should fix your error.
