Yes, Picasa 3 was a fully supported Windows 7 application but Google retired it and replaced its functionality with a cloud-based solution called Google Photos.
With Google Photos you have unlimited storage if you choose to upload the files at maximum 16 mpx.
There are copies of Picasa 3 available for download, but some online functions won't work properly.
