What does Intel Dynamic Platform and Thermal Framework software do?

I recently installed the software Intel Dynamic Platform and Thermal Framework for my Lenovo yoga 13, because Windows 8.1 asked me to. I don't quite know if it was a coincidence but nearly the installation I began to be aware that the fans inside my Ultrabook were working all the time and weren't that quiet anymore. Can you clear up if this is normal behavior?

Intel Dynamic Platform and Thermal Framework provide system temperature and power utilization information for the system thermal protection to function properly. The fact that after installation your fans were working all the time may suggest that prior to the software's install your ultrabook was not receiving enough cool air and was overheating. In the Power Management Setting there is a subcategory for Intel Dynamic Platform and Thermal Framework with subcategories "Power Limit" with "Level 1-5" options and "Acoustic Limit" with "Level 1-5" options, however it is not recommended to modify the values which the program has enabled as default.
