The webcam is opening because its software is configured with a shortcut key. In order to fix the issue, right-click Dell Webcam Central icon and select Properties. Press the Shortcut tab and remove the Shortcut key below Start in field. Click Apply and then OK. If you still have issues, uninstall the software (Control Panel > Uninstall a program) and download and install the updated version.
