There is no technical visio anymore, it has been discontinued for a long time (since Visio 2003). Its features and functions are available in the latest versions of Visio Professional though - so... I think that what you need is a "Professional Edition" of Visio - may it be the 2007 or 2010 edition, as you feel suitable.
