According to the official website, NetObjects Fusion Essentials is compatible only with Windows 95, Windows 98, Windows NT, Windows 2000, Windows ME and Windows XP.
You can try to run the program in Windows XP compatibility mode, but there are no guarantees that it will work. You can download the software for free from the official website.
