If clearing all cache and data doesn't help, make sure the Internet is turned off then navigate to Settings > App/Applications > Running services and stop all Google related running processes. After that, restart your device and check if you can download games/applications. If you can't, make sure that you have enough space to download the files. You can make room for more application by uninstalling apps you don't need.
