If you can't download or update the apps on your phone, then a factory reset needs to be done. Before that, go to Settings > Applications manager > All. Locate Google Play Store and Services and clear the data and cache. Reboot the phone and try to download or update again.
To factory reset the phone, go to Settings > Security > Reset phone.
