There are plenty of programs used to create logos. You can select one from Software Informer database. If you don't need to create complex logos I recommend you to use Sothink Logo Maker, Quick Logo Designer or Jeta Logo Designer. For a sophisticated work the best solutions are Adobe Photoshop, Adobe Illustrator or CorelDRAW Graphics Suite.
