I can open the Bharat Irrigation 48, but language on Windows is also changed.
This is a foreign software which means that it should use the language implemented during development. As I can see, the application is available for different regions of a country. No English support is provided for the application, only the native one for the regions it was built. I recommend contacting the developer if you have issues with the software and the way it works on your computer.
