I’m installing Govorilka but my Windows can’t read the language of the program. When I’m setting up the program, it shows letters that nobody understands (as far as I understand this is due to the fact that my windows can’t recognize Russian). How can I solve this problem? Do I need a Windows version in Russian language?

No. You don't have to install a Russian version of Windows in order to see Russian characters. This can be done by simply installing this language on your current Windows version. To do this, visit the following support website from Microsoft. From there, download and install Russian language pack. After you did this, while using Govorilka, you should be able to see Russian characters.
