The game is commercial without any possibility to download it. Besides that, there is no information regarding the units used in game. If you have it installed, I recommend checking the help menu or try driving a locomotive, then manually control it. In other sim games, there is specified the units used, but it appears this one doesn't have it. Additionally, go to Settings and look through the available options.
