How to set phone number format (a sample would help)?

I simply need a "step by step description" on how to change the phone number format under Preferences.

The application uses the U.S number format. I have seen on a few screenshots that you can add numbers based on the U.S standard format which looks like this: (541) 754-3010. This format is known as DOMESTIC phone number. However, if you add the number from another country, it will be adjusted based on this format.
