Can I use a smartphone/table app to control the TV over WiFI not IR and have the TV pass commands to cable box to change channels?

No, you can't because on the TV you would have to install a server application that can be controlled through the WiFi. This means that you will actually need a smart TV. However, the Smart TV Remote was designed to work with Samsung TV's with Remote on Lan function activated.
