Yes. All Android devices can establish a mobile Hotspot without the need to download and install additional applications. To do this, go to Menu > Settings > Wireless and network > Tethering and portable Hotspots > Portable WiFi Hotspot.
However, if you want to use a third party tool, you can use the Software Informer's database in order to search for an application with this feature.
