I have PC essentials software that I purchased in 2006 and will now have a new desktop computer with Windows 8.1. Can I use that program to transfer from my Windows XP?

This is just a PC relocator application. There is no need to use it in your case. Simply transfer the files you have and note down the installed applications because in Windows 8 you will have to install other versions of the software. This is because of compatibility. Move the files to another partition, install Windows 8.1 and then you can access the files from the partition. Once the process is complete, install the drivers necessary for Windows 8.1 and then you can proceed to install all the necessary applications.
