You need to configure your FTP client to use either active or passive connection. Active means that you have a direct connection to the Internet without proxies or firewall and passive denotes that you are behind a proxy or firewall. If you can't connect to the server even if you use both ways, you need to contact the server admin to configure the FTP client to accept connections in a way.
