A proxy server is usually running on Linux and it's detached from your ISP because it's in another location/country. You can't increase the speed unless the ISP, which provides the Internet bandwidth for that server, increases its cap. The distance also matters a lot. You might need to contact the proxy server administrator to ask him about the speed of downloading, browsing, etc.
