The Internet Speed Booster doesn't store files on your hard drive. It only applies a few tweaks for the registry and network protocols to enhance the download speed on your computer. From my point of view, I can say that these applications have no effect on your speed because if you're capped by the ISP, then there is no way to speed up the Internet.
